CLOSED: Cape Breton Island Immigration Centre, Settlement Counsellors

Job Purpose: To support newcomers across Cape Breton in their settlement and integration work; to provide solution-focused counseling and short term settlement plans based on the mapping of existing resources and referrals to appropriate services.

About the Positions: New Dawn Enterprises is hiring two settlement counselors to staff the newly-funded Cape Breton Island Immigration Centre. The Centre, to open in May 2016, will augment and work alongside existing services to newcomers, ensuring that all newcomers to the community (those recently arrived and those yet to arrive) can easily connect to local services, organizations and opportunities and that we, as an Island are doing our best to welcome newcomers and support their integration and ability to thrive and contribute as valued members and leaders in Cape Breton.

Duties and Responsibilities:

Coordinating services offered to clients by:

  • Providing intake, assessments, information, referrals, advocacy and solution-focused counselling;
  • Providing support to clients in navigating and mapping the resources available in the community;
  • Developing settlement plans for families reflecting their short and medium-term needs;
  • Coordinating case conferencing with clients and other service providers involved in the case;
  • Monitoring and reviewing the process and outcomes and planning exit strategies & case closure;
  • Creating and implementing evaluation activities & tools, to determine effectiveness of services;
  • Analyzing outcomes of evaluation activities & integrating recommendations into services

Developing the settlement support system by:

  • Networking and partnering in the community with other service providers, agencies, sponsorship groups and organizations providing service and support to clients
  • Collaborating with other settlement staff in Cape Breton and Nova Scotia focusing on programming for non-GAR clients, to review and revise services as needed.
  • Facilitating access to services by providing link between clients with specific settlement needs to available resources in community

General responsibilities:

  • Performing other duties as required
  • Providing information as required for internal/external reports, proposals, and grants
  • Reviewing and adhering to New Dawn’s workplace health and safety policies;
  • Recording relevant client information in files and/or databases
  • Attending training and development opportunities as appropriate
  • Attending and providing support at Cape Breton Island Immigration Centre
  • Sharing on call pager and settlement drop-in duties on a rotating basis, as needed


  • Bachelors Degree
  • Equivalent combination of education and experience will be accepted
  • Counselling Certificate or Degree an asset


  • Two years of experience in a similar position
  • Experience working in a cross-cultural environment
  • Experience delivering direct service to immigrants preferred
  • Experience delivering service face-to-face and/or online
  • Experience with networking and outreach
  • Experience in group facilitation
  • Experience delivering presentations


  • Knowledge of local activities, programs and community orgs that serve immigrant populations
  • Understanding and knowledge of adult education principles


  • Strong written and verbal English communication skills
  • Ability to work independently and as part of a team
  • Strong time management and organization skills
  • Proficient with MS Office applications
  • Additional languages an asset

Anticipated Start Date: Monday May 9, 2016

Salary: $43,000 per position per annum plus benefits
